The developer for Blue Urban has temporarily stalled construction on the Heer's Tower in downtown Springfield.
Kevin McGowan says he can't sell his lofts if people don't know what their front yard will look like.

The City of Springfield has poured a lot of money into the revamping of the downtown area.
Its next step is to renovate Park Central Square and the surrounding sidewalks.
Now it's just a matter of when the renovations will start.

St. Louis developer Kevin McGowan says before he goes any further renovating the Heer's building he wants to see what the city will do to fix up the area around his building.
According to a $3 million contract, the city must begin renovations of the square by Aug. 1st.
So far, they've only made plans to renovate the sidewalks circling the square.
Louise Whall is the Director of Information for the City of Springfield.
She says the city will honor its side of the contract.
"Well we understand his decision to wait until everything was a little more solid with the square after everything that's been going on these last few months. We are certainly going to make sure that we comply with our end of the contract to the agreement. So, we'll just be moving ahead on that."
Whall says the city was surprised McGowan had moved so quickly with the building's construction.
For now the project is on hold and the City of Springfield is making plans to start renovations by Aug. 1st.
