New Laws

A total of 184 new laws take effect today. KSMU's Missy Shelton reports.

ONE OF THE NEW LAWS WILL MAKE IT DIFFICULT TO GET SOME COLD MEDICINE'ANOTHER NEW LAW PLACES TOUGHER REGULATIONS ON NURSING HOMES.

THESE ARE BUT TWO OF THE 184 NEW LAWS THAT GO ON THE BOOKS TODAY.

BEFORE A BILL BECOMES LAW, THEY MUST GO THROUGH THE LENGTHY LEGISLATIVE PROCESS BY GAINING APPROVAL OF BOTH THE HOUSE AND SENATE AND THEN, BILLS MUST HAVE THE GOVERNOR'S SIGNATURE.

ONE BILL THAT CLEARED ALL THOSE HURDLES REQUIRES LAW ENFORCEMENT TO POST THE SEX OFFENDERS REGISTRY AND PHOTOGRAPHS OF OFFENDERS ON THE INTERNET.

REPUBLICAN SENATOR MATT BARTLE SPONSORED THE BILL'HE SAYS THE REGISTRY WON'T BE AVAILABLE ONLINE TODAY JUST BECAUSE THE BILL BECOMES LAW.

THE PLAN TO PUT SEX OFFENDERS LISTS ON THE INTERNET HAS DRAWN CRITICISM FROM THE AMERICAN CIVIL LIBERTIES UNION.

BARTLE POINTS OUT THAT THESE REGISTRIES HAVE BEEN PUT TO THE TEST IN COURT AND HAVE PASSED.

SOME OPPONENTS ARGUE MAKING THE SEX OFFENDER REGISTRY SO ACCESSIBLE WILL PROMPT CITIZENS TO PICKET AND HARASS SEX OFFENDERS IN THEIR NEIGHBORHOOD, CREATING AN ENVIRONMENT IN WHICH SEX OFFENDERS CAN'T FIND A PLACE TO LIVE.

BARTLE SAYS HE DOESN'T BELIEVE THAT WILL HAPPEN IN MISSOURI.

THE SEX OFFENDER LIST IN GREENE COUNTY IS ALREADY ONLINE AT W-W-W DOT GREENE COUNTY MO DOT ORG. CLICK ON THE LINK FOR SHERIFF.

ONE OF THE OTHER BILLS THAT BECOMES LAW TODAY DEALS WITH SCHOOL CHILDREN AND VETERANS.

THE LAW REQUIRES ALL PUBLIC SCHOOLS IN MISSOURI TO DEVOTE ONE CLASS PERIOD PER YEAR TO AN OBSERVANCE OF VETERAN'S DAY.

A SPOKESWOMAN FOR SPRINGFIELD PUBLIC SCHOOLS SAYS THE DISTRICT WILL AWAIT INSTRUCTIONS FROM THE STATE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION BEFORE DECIDING HOW IT NEEDS TO COMPLY WITH THE NEW LAW.

MARK REED, A LOCAL VETERAN AND MEMBER OF V-F-W POST 3404 SAYS HE THINKS IT'S A GOOD IDEA TO REQUIRE STUDENTS TO OBSERVE VETERANS DAY.

AS FOR THE NEW LAW THAT WILL MAKE IT A BIT HARDER TO FIND SOME COLD MEDICINE'IT'S A LAW DESIGNED TO CRACK DOWN ON THE PRODUCTION OF METHAMPHETAMINE.

STORES MUST NOW RESTRICT ACCESS TO COLD MEDICINE WITH THE SOLE ACTIVE INGREDIENT PSEUDO-EPHEDRINE.

THE MEDICINE MUST GO BEHIND THE COUNTER, WITHIN TEN FEET OF A CASHIER OR BE TAGGED WITH ANTI-THEFT DEVICES.
