Just north of the Missouri-Arkansas state line, on a country highway, there's a quaint, stone building that locals say dates back to the Works Progress Administration. Having a birthday party might seem like a pretty basic rite of childhood. But there are kids in our area who have never blown out those candles, and who have only ever received hand-me-down presents.
